Local Rules – Minor American
Unless otherwise specified below, all rules and regulations listed in the 2010 Baseball Official Regulations and Playing Rules will be strictly followed.
Minor American (Ages 7-8-9)
• A regulation game consists of six (6) innings. If a game is called due to conditions, it is a regulation game if four (4) innings have been completed (3 1/2 if home team is ahead). Official games that cannot be completed due to conditions must be completed within two (2) weeks.
• The batting order will consist of all players present for the game. (Continuous batting.)
• All players must play a minimum of three (3) innings per game. At least one (1) inning shall be played in the infield (not including catcher) and a maximum of two (2) innings at the same position. This mandate is based on the following criteria:
o 12 players (or less) on the roster
o 6 inning games
• Infield fly rule is in effect.
• The offensive inning shall end when three (3) outs are reached, or when five (5) runs are scored during innings one (1) through five (5). Any subsequent innings have no limitations on the number of runs scored.
• Stealing is not permitted.
• For a ball hit into the outfield, once a play on the runner is attempted, the runner cannot advance past the base he is attempting.
• Bunting is allowed; however, no fake bunts are permitted.
• During the first half of the season (to be determined by the Player Agent) pitching will be performed by adults. A coach will pitch to his/her own team, and will remain in his/her position when a ball is batted. An adult pitcher must make every effort available to avoid interfering with the defensive play.
o A maximum of seven (7) pitches will be delivered to each batter. There will be no walks. Adult pitcher must pitch from the rubber. Adult pitcher must release the ball overhand.
o Player/pitcher must stand with one foot in mound area, and may not be positioned in front of the adult pitcher.
o If a seventh pitch to the batter is not hit, it will be recorded as a strikeout. If there is a foul on the seventh pitch, play will continue until a fair ball is hit or the batter is retired.
• During the remaining half of the season, players will pitch the first three (3) innings and the coach will pitch the last three (3) innings. The no walk rule will be in effect.
o No walk rule: If a pitcher progresses to a four ball count, the pitcher steps aside and the adult pitcher from the batting team comes in to pitch. The count remains intact and the adult pitcher finishes the at bat with either a strike-out or a hit.
• Teams must field at least eight (8) players to start a game. If a team is required to play with 8 players, the 9th offensive batting position shall be an automatic out.
• Pitchers will follow 2010 Baseball Official Regulations and Playing Rules with the exception that if a pitcher hits five batters during a game, the pitcher must be removed.
